I was wondering if there is any possible way to make me 1995 Civic Dv Coupe have power steering? or would i have to buy a Ex? i was planning to swap a k20a2 into it and i dont know if having power steering would matter at all on either Ex or Dx model

Of course you can install power steering on it.

Get the power steering rack for your chassis, and the power steering pump for your motor.
