seen a kit for about 9 bucks or so hat fits on an h4 bulb in the civic giving you a city light. I don't know exactly where you can get it, but cheaper than JDM and you don't have to drill any holes.
Sorry I can't help with the wiring for JDM ctr lights though, probably a pita...

City Lights as in the Blue lights that some people put on their hood? I thought they were illegal?

It's called courtsey lights in Japan since they turn off their headlights at an intersection so they don't shine in other peoples eyes. The courtsey light stays on so the other cars can still see them. It's wired to the parking lights and is a white bulb. I have a pic I can email you if you like.
