Default Check engine light, doesn't light up when checking code. WHY!!

I belive I am checking it correctly. Under the passengeer kick panel, 3 plugs. big grey one, brown one with 2 wires. Both are pluged into something. Then a blue one with 3 wires, this isn't plugged into anything. It has a black wire w/red strip a blue and a white wire. I connected the black and blue ones, the 2 outside wires, and when I turned the iginition to the on position the CEL doesn't turn on but stays on all the time while driving(with the wires not jumped of course)

WHAT DOES THIS MEAN!?

it means you're jumping the wrong wires. there is a 2pin plug that's not plugged into anything. you need to connect those 2 pins, then turn the car to the on position to check the codes

there is a green rubber holder tucked up in there. pull the rubber holder down and then pull the plug out of it. the green rubber holds the plug up in the car.
