Cel wont turn off

Cel wont turn off
i take off the negative battery terminal, and remove the fuse to the ecu. but when i put everything back, i start the car up, the cel is still there. Is this supposed to happen? ive had other cars where the cel goes away for a while then comes back after a hundred miles or so.

There are some CEL's that will come on right away and some that will come on while driving. Check the CEL's and see what they are. Until you fix the problem, they wont go away.
