CEL Code 21

CEL Code 21
Hey there, sorry if that was previously discussed but I couldn't find anything precise enough in the archives.
I've got a friend with a 98 Civic SIR (B16A engine) and when rolling at ~70mph on the highway he got CEL Code 21.
According to documentation found on this site, code 21 would concern the vtec selenoid.
Weird things are that #1) He wasn't even close to have the vtec engaged when the CEL lit up and #2) he has no weird symptoms exept that he thinks he may be burning fuel faster than usual (this may be a paranoya factor).
Another weird thing is that he's able to have the vtec kick in no problem, he's got full oil, he's not even burning any of it (son of a $#@!!).
Anyways we made an oil change just to make sure the oil wasn't in fault, unplugged the negative pole of the battery and the check engine came back.
Anyone has a clue? I'd appreciate it!
