Hey man, try to get a hold of a buddy's igniter. Your problems sound very similar to mine and it was a bad igniter. Unfortunately those things are like 130 at autozone, so just blindly replacing it is probably a bad idea. But here is a link to my original thread:

I know you said you checked the timing several times but, like someone else said, backfiring is a sign of a timing issue...

i'll check timing again tomorrow. Last night two of my friends that are really good mechanics came over and they said it doesn't make sense why the motor isn't trying to start. They also told me timing was dead on. i will update u guys when i check timing again.

If you have spark, fuel and compression, there isn't much of choices left.
1st timing. You've probably check both, ignition timing and components timing (cams and crank)?
2nd distributor. On some occasions it seems to give spark but it's not really strong enough for running the engine. One way to test this is to knock top the distributor gently, but wildly with something hard, like wrench, while someone is cracking. If it starts or even tries to, the coil is done. Coil is located right there under the surface thus giving it some shake makes it conduct for a short while
Even better, if you have a working distributor, test with that.

Well seeing as how uve checked timing like azillion times and other people have said ur timings on i think ur timings good. ur compression is good. Check fuel and spark again. Most likely ur problem is gonna involve ur ignition.

when assembling the timing belt you set the #1 cyl to tdc compression. most people dont think about the fact that your #1 cyl comes to tdc twice in a cycle (compression and exhaust)you could be 180 degrees off and think your perfect.

Yes it would be 180 out. And it would still try to fire off a spark. But it would do it at the top of the exhaust stroke. Also, the slot at the end of the cam and the corresponding tab on the distributor are offset to prevent he distributor from going on 180 out, but I've seen at least two people manage to get the distributor on in the wrong orientation. If you had a hard time getting it on you most likely made that mistake.

Firing order is correct and dizzy goes in really easily. My other buddies is suppose to come over and he's gonna check over the timing also. So far two friends and I are the only ones that checked over the timing, if my other 2 buddies come over and they say timing is correct, then i'm just gonna have to assuming timing is correct. I'm also gonna try a new dizzy, but i'm pretty sure its not the dizzy since its sparking and the sparks are blue and strong.

Hey did he get this solved cuz I am getting the same thing in a 99 EX D16, got spark and fuel, and no start... Car started fine yesterday and not running today, its my daily driver this sucks...

Just solved a similar problem with a GSR down in the Teggy forumz. Was his Rotor and Cap.. Do a compression test sporty240 and check ur timing..

Turns out my igniter was bad. When I replaced my first one with the 2nd one, my friend thought it was new, but i guess not. I got the igniter checked at autozone today and it was dead. Now i'm gonna buy a new igniter this friday, and HOPEFULLY it was the igniter.

i do have spark, but turns out it was really weak. Also, autozone said my igniter failed 3 of the 6 test, so i'm assuming my igniter is the cause of my motor not starting.
