Default car will not start please - timing problem (solved)

i have a dohc d16zc in my eg hatch.all my grounds are good,no fuses are blown,i get spark and i get fuel.when i have the fuel pump wired and i try to start it the motor just gets flooded.when i disconnect the fuel pump and i try to start the motor it attempts to start but only turns over for a second and then it keeps cranking, then it will turn over again and then keep cranking until there is no more fuel in the cylinders.i cant get this motor to run for the life of me.someone please give me some suggestions

I wonder if you have an ignition problem?

What about the main relay?

What about the starter?

Is spark bright white at the spark plugs?

Any CEL codes?

Have you checked the mechanical timing?

i already replaced the starter.the relay was just replaced.idk what the color the spark is,my buddy checked it and said it was good.i get codes 21 and 22 beacuse im using a vtec harness.i tried to time this motor maybe 50 times.every time we do it it is always off.the last time we did it was only by 1 tooth on each cam.is there a certain way this specific motor needs to be timed?we timed a bunch of dohc motors and we never had a problem until this one

This^ is clearly the problem. Find a service manual for your engine and set the cam and crank perfectly at TDC1. Here's what it looks like for the B16a2 engine:

Make sure you only turn the crank pulley counterclockwise when checking the timing.

Then you are doing the procedure incorrectly or you have a hybrid engine.

See diagram I posted. When you have the cams and crank perfectly at TDC1, install the belt so that there is no slack whatsoever on the left side of the belt (versus the right/firewall side) between the left cam and crank gear.

heres what we do 1. put crank at tdc 2.line up cam gears 3.slide belt on with no slack on the left side of the belt 4.turn crank counterclockwise just a little to take the slack out of the belt completley 5.tighten tensioner
then when we try to line it all back its always off

There must be one tooth of slack on the left side of the belt or it would remain in time.
