Default car not starting after driving

91 integra b18a1 my car takes a while to start (it cranks) yesterday i thought it was my spark plug wires and plugs because the spark plug seals were leaking oil in the hole where the plugs are so i fixed that and im still having problems with it starting and i didnt have any problems before the oil leak besides it bogging out when accelerating now when i rev it hesitates and it can barly make it to 5000 rpm now today i was listening for the fuel pump and i didnt hear it and it didnt start so i did it again this time i heard the fuel pump and it started so now i know it has something to do with the fuel but is it the pump or the relay? and if it is the pump what other pumps will work on this besides 90-93 integra and if it is the relay where is it located and how can i tell if its good or not

The relay is located underneath your dash, and looks like this:

It's VERY simple to open, you'll see brown spots on the board if it's fried.

You can take a main relay off of virtually any honda to replace it. Just get it from a junkyard for $5, brick and mortar stores will sell them for $80.
