Default Car has starting issues, Already searched...

I have a 1995 Honda civic VX. with 205,xxx miles.

I'll start from the beginning, last winter, 8 -10 months ago I had this same issue. Started when we had a large snow storm. I go out to start my vehicle and it just cranks and cranks. I check under the hood for loose connections, etc. I noticed a slight amount of snow somehow got up underneath my hood, maybe a half an 1/8 of an inch right under the hood, on the left side. It melted, I had gotten it started, but still had problems for about a week trying to start it.
But it seemed to cure itself. So I- thought.

Present day.

Stormed last night, Heavy rain, blowing winds. I get up to go to work, and behold my car just cranks and cranks, it seems like it is trying, but doesn't spark? Then It starts, putts 3-4 times, then backfires and dies, blowing exhaust out of my intake...smelled very much like fuel. Sounded like it was only running on 2-3 cylinders.

My question IS, WTF is going on? Is something getting wet? Another issue I've had is when going through a large puddle, my car has died on me, It seemed like the Speedo sensor? on the top end of the transmission got wet, so each time I dry that and it fires back up. But currently it is dry, and no start...


I know this seems like a lot, but it is? IM sorry and appreciate Any help.
