Can't pass emissions
I need help on why I am not passing my emissions. My car is a 95 civic with a obd2 gsr swap. It has headers on factory 1.6l cat factory exhaust and muffler. Also has short rem intake and the large runners are open at all times.
The first test is me just testing without doing anything to my car.
Second test is after sea foam and plugs.
Third test is changed oil with one bottle of iso-heat (red bottle) added to about 3 gallons of gas and timing retarded 4 degrees.
Forth test is the same as the third except I grove the car hell and put the timing back where is was originally.

As stated by ekb16, start by doing a basic tune up -- replace the spark plugs, plug wires, distributor cap, and rotor. If the problem persists, then you may have a lazy O2 sensor that isn't throwing a CEL code or an exhaust leak near the O2 sensor in the exhaust manifold.
