Can wheels be refurbished and/or resurfaced?

Can wheels be refurbished and/or resurfaced?
I have a a set of 17" gun powder finish rims that are worn out scratched and bent to hell . I'm wondering rather than buy new rims can I or a shop somewhere realign, repair my bent rim and resurface or paint them

If it's cracked/bent the integrity of the rims are flawed, for the safety of you, your passengers, and everyone on the road around you. Replace the rims. If it was just scratched or scuffed yes you could have it resurfaced or powdercoated to look like new.

If it's bent, it's bent. It's going to throw the wheel off center (aka not balanced) no matter how many times you try to balance it.
