can someone explain wtf this means relative to axles?

On the 1996-2000 civic the difference was designated by body or trim type, CX,DX,HX and LX have the small bearing (1.495)and the EX and SI both have the larger 1.695
it also says 94-01 tegs have the 'larger' bearing
how does this apply to axles? how come you can then use a 94-01 axle with a b-swap in a '97 cx hatch w/o switching hubs?

they are talking about the hubs they sell. they off a larger shaft for high HP cars, but you will need to purchase their hubs to be able to use them. that is what they are explaining.
abs comes in to play because you will still be using an oem bearing when you install the new (driveshaft shop) hub. since non abs civics/integras have a smaller bearing compared to abs.

right, but what confuses me is...
say you have a cx with small hub bearing and you want to put a B in it. you'd use teg axles meant for a teg which has a bigger hub bearing, but they'd fit in the smaller bearing cx hubs.

no the link you provided does not apply to that. all civics and integras have a 32mm axle shaft. this is why we are able to swap a b-series motor into any civic and throw in the axle without any problems.
in the case of a normal swap like you describe, you wouldn't have to worry about bearings at all. bearings only come into play when it's time to replace them.
if you do not have abs, then you will need non abs (smaller bearings) and vice versa if you have abs.
