Default can a shock get stuck??

ok this is a on a :cough: neon :cough (its my winter beater) anyways..its about -5 here right now and has been cold as hell here now for weeks..everytime it gets cold enough my rear passenger side shock gets bouncy as if it were broken but somedays when its warmer out its fine..so this morning im driving and the car is just bouncing like im a riding in a civic with a 3" drop and 4 blown shocks..so i get home get out of the car to notice that the rear passenger side is like 2 inches lower than the other side, so my question is..can a shock get stuck down like that cause of the cold or is it broken?? damn domestic cars!! thanks for any help guys
