Default CA BAR/REF: FAILED 92 Vx with 95 B18c1

Engine breakdown:

stock usdm 95 b18c1(70 miles)
b16 tranny
ctr cams
usdm itr pistons
dc header 4/1
95 RS b18b cat.(155k, it passed smog when I had it on the Integra one year ago and it was sitting around not using it, had it o2 bung for this set up)
itr b+pipe w/muffle
stock RS intake pipe with old/dirty filter(no box)

new ngk bkr7e spark plugs & wires(I didn't gap, just slapped it in)
new ntk/ngk o2 sensor
16' btdc
crome tuned

Cars smells rich. Why is it running rich when it is tuned and what is up with the "wiring to sensors" failing?

BTW: Engine temperature bounces around below where it needs to be.

Hmmm...a 92 civic vx doesnt have the obd2 DLC connector. You should ask the ref to see what he was referring to. Just from reading those emission results, the cat seems dead to me. Just by looking at the CO2 results, I can tell your engine is running well. Is your oxygen sensor disable when it was tuned with crome? 90% of the time the sensor is disable unless the customer mentions it needs to be enable. What worked for I was, I tuned my 2k-3k engine rpm range to 14.7.1 This theoretically is afr where fuel burns most complete.

It also seems like the ref stations are doing smog tests again.

I think it was disabled when he tuned it but I told him to enabled all necessary emissions related component to smog it. I have to contact him tonight. I'm borrowing my friends OEM cat if not where can I get a cheap remedy? Yeah, I wasn't sure what he was looking for when he said he didn't get any feedback when he plugged his scanner. If it's not throwing a code, why would he need to scan anything?

There is no cheap remedy to this. Just make sure the cat converter is good, the newer the better. If you can have your partial throttle 2000 - 3000 rpm tune to 14:7:1, you should pass. well part of the smog check is to make sure you dont have any pending codes and for obd1, some people remove the bulb to trick the smog tech that there is no engine check light.

If you are going to use a OBD2 motor and have it pass legally you have to use OBD2 components. OBD2 cars have to connect thru the DLC while smogging (kinda a cars fingerprint to kill illegal smogs, created by da man!) . And if you use a OBD2 ecu and put all the wiring you will have to for a DLC, then you will have EVAP codes because you dont have a EVAP system on your can. Im not sure but I think it maybe impossible if to make that thing pass smog, Legally.Sorry. Espeacilly from the guy you took it to.

He doesnt have a obd2 engine, a engine from a 1995 b18c1 is still obd1.

wrong you just have to convert the motor back to obd1, such as intake mani, injectors, altenator, ecu, dizzy, and cat

What ECU are you running? You should be running P72A01 with that motor to comply.

His 95 B18C1 is already OBD1. But if it was an OBD2 from 96 & up, he can't convert to OBD1 for BAR. You have to maintain the OBD system that the motor came with. This is why you rarely see any BAR'd Type R motors in pre 96 cars. Wiring for OBD2 is a bitch. But if you can fool the ref that it's an obd1 motor, then I guess you can try it.

To correct any misinformation, as stated on my first post, my car and motor is obd1 with a p72 ecu. I'm confused as why he failed me visually as he couldn't get any readings off my ecm? Wiring to sensors fail? WTF?

I'm going to talk to my tuner to see what he did to my ecu. He might have disabled smog emission components. I remembered he asked me if I needed to smog so he might have turned it off by mistake and that I need these to pass because they will look for it. I looked at his laptop when he was burning my chip, I saw like three or four items to de/select boxes.

Plain jane simple, the smog tech. is hating on me. I just got a new magnaflow cat. and going back this Monday. He probably did that because I didn't pass on emissions as a GROSS POLLUTER. We'll see what he says about scanning my car. I talked to a couple of smog techs. and they said they never heard of scanning a obd1 vehicle and they don't even scan the car to smog it. Crossing my M. Effin' fingers. I need some LUCK too.

that what i was just about to say... you failed because the ref couldn't read info back from the obd2 connector which doesn't exist because it's obd1. And that should be fine... WTF. The ref makes mistakes so just roll in and be very cool with him.... I passed the bar a few months back ago with my toyota truck. Swapped a 98 3.4 Obd2 into my 92... the only reason i failed the first time is because the ref couldn't find the CARB number in the database... I went back the next day and schooled him on it... Even showed him where the info was located... But be cool....

Actually looking at your papers it says you failed the Fuel Cap....

oh and the cat use it to pass, and use it only for smog. why? because the aftermarket cats don't last very long, so i'd say use it when you needed it.

yeah i see the second pic. the guys a tard... but the first pic says it failed because of the gas cap visual...

the second pic says. "i'm re-toddid" because it's no obd2... try a different REF!

Yeah. I'm going to to have to school him Monday since he didn't make any sense at all. Don't know what else to do if he fails me again on some BS.

There's a cut-off to the left of the page/image. He has to pass me but who knows until Monday. The only closest one is down south which I don't want to drive since I don't have tags.

but that's just me, i'm not a 14 year old punk kid either... You know what I mean.. and since your taking the legal steps to be legit... it shouldn't matter. did you pay up to your current reg on the car? Then if so your cool.
