Brakes makin noise

Brakes makin noise
Hey guys, i just noticed this today...My brakes have been making a noise, its not like metal on metal..well it could be, but its not a screetching noise, or anything. Its king of a soft shhhhh (lol) noise. It doesnt do it in lower speeds (below 15mph) but it is getting really annoying.
My car is a 92cx hatch, discs front, drums in back.
*also i was noticeing some gunk on the rear rims...its kinda sticky, like pop, I washed it off a couple days ago, and it is back again???*

Ok, no i havent done anything to my brakes...they are stock CX's...
Anyone know about the fluid? It is dark, but that might be cause by road debris/dust, and kind of sticky...
