Default Big Electrical Problems

I have a 99 Honda Civic that I recently purchased. The wiring is a mess under the hood and above it. The problem is that it won't start. Theres no fuel pressure. So I checked the fuses for fuel pump and they are all good. Then I ran direct power to the fuel pump and that turned it on but it still wouldn't start. Seems like its affecting the ignition maybe too. I am at my wits end. The fuel pump is good so what I was wondering is, is there any other fuses on the car that relate to the fuel pump and the ignition maybe or something else. Any help would be appreciated.

check all the fuses in the under hood fuse box as well as the under dash fuse box.

the main relay (just above the ECU in the passenger kick panel) is what controls the fuel pump and ignition power. if you can solder, pull it apart and solder the connections. this is a very common problem on hondas.
if that's not it, double check your clutch switch is working, and you have power on the yellow/black wires under the hood. (with the key on)

I switched the main relay with a new one and that wasn't it. I'm going to check if I have spark tonight. The main relay is coming on but theres just not power going through it. I think it might be my ECU?

I grounded out a blue wire with a white lead right next to the power wire for the fuel pump on the main relay and it switched on right away so I'm thinking that it might be the ground but I'm having trouble tracing it back through the wire loom.
