I'm assuming your talking about the hatchback. (Some people refer to all 96-00 Civics as EK, but even the USDM Civics aren't real EKs, bla bla bla).
They're all pretty much the same, and most of them don't have tachometers. The 96-98 have different front ends as the 99-00. Both styles can look very nice. I'm kind of partial to the 96-98 fitted with EK9 (Civic Type-R) pieces and in Championship White.
I'm not a guru on these models, but from what I know it's all about preference. There are plenty of people on here who know a lot more than I do about these hatches.

It depends to some degree on personal preference and where you live. '96 - '98 Civics are OBD2A, '99 - '00 Civics are OBD2B, if you lived in the state of California and wanted to do an engine swap you would be required to use an an engine that is the same year as the car or newer, and you aren't normally able to use a convesion harness for the ECU. OBD2B Integra ECUs have immobilizers, you can get around this issue, but the point is it is an issue for some people, in less strict states it wouldn't be a problem at all. Just something to think about.

It's personal preferance. Most people prefer the 99-00 civic for the frond end and rear bumper. I personaly like the 96-98 with some square foggies. I have a Milano red coupe with CTR head lights, grill, and lip, with some square fogs. I love it. Plus the car looks like its smiling.

I would say 96-98 because its easier to find older model engines starting with 96+ rather then getting a 99-00 when its harder to find 99+ engines. Also you gotta worry about the model too.. The cx is preferred because its lighter and the cheapest model therefore its cheaper to buy and do swaps for.
I read in honda-tuning magazine that the 97 hatchback CX model is the best for a K series swap.

Im not a huge fan of EK's but i would say go with the 99-00. CTR stuff is a direct fit and i just like the looks of that body style more.

as far as engine bay space and interior space/options there is no difference. the 96-98s have more boxy headlights and the 99-00 are more round. the 99-00 civics look better imo.

00 hatch because of the center console, cup holder & the front bumper where you don't have to cut the crap out of it to fit an I/C but basically the same sh#$.

It really depends on what you mean.
They all have basically the same strengths and weaknesses. Engines go into all the cars basically the same. Some people might have a preferences dealing with OBD.
