tokico blues are decent for a VERY mild drop but theyre definitely not recommended. eibach sportlines might give you an uneven looking drop since its even all around. the front might look a tad bit higher than the rear but that might be fixable with adjustable shocks.
eibachs do give a great ride though. You should also consider a few others too. Get a Ground Control coilover and koni yellow strut setup if you have the money. you can get whatever height you want with adjustable shocks.

Re: best lowering springs (fastjimmy)
Eibachs + Tokico are good. So are Tokico/HR. Koni/HR , Koni/GC , KYB-AGX/HR or Eibach wouldnt be that bad... w/e you do just dont go with Skunk2 co's. They are stiff as hell and a bouncy ride. I have em on my car and my back screams all the time. Makes me want to drive my car into the guardrail and off a cliff.

Re: best lowering springs (fastjimmy)
i have a 99 ex with 15-6.5 si wheels on it and i have been looking to do the same thing. what i found to work best and what most ppl have had success with are kony yellows. i was looking to do a small drop of 1.25 in front and about .75 in back that would be with H&R springs this combo seems to work good for the ppl who use it and once i get the money its what im going to do. best of luck

H&R race
Neuspeed Race
H&R sport
Tein S. tech.
H&R limited edition
^^ all Fantastic springs. S-techs IMO don't look much lower than stock, H&R sports are a tad lower, and H&R race is probably a perfect drop for a daily driver in my opinion. H&R and neuspeed race both have good springrates and are quality pieces.

skunk2 = 2" drop in the front.
H&R race = 2.5" drop in the front
Neuspeed race = 2.25" drop in the front, with stiffer springrates than the H&R.
Skunk2's have wonky rates IMO. They're a tad soft for a low spring.

ekforeverguy, if you are looking for handling lowering springs are not going to be sufficient anyways but im sure you already knew this.... so it comes down on what kind of drop the op is looking for and what kind of money he wants to throw down.

Too big of a drop for someone who doesn't want a radical drop. They'd need to go on some decent shocks, too.
I'd vote Neuspeed sport. 1.5" drop. I've used 'em on my beater EG on KYB GR-2's. They won't win any skidpad contests, but it's a fine combo for daily driving. I have around 75k miles on the combo and everything's still mostly fine.

Re: best lowering springs (gamby)
Just realized that it's gong on a 99 Si. I'm changing my answer.
My 99 Si has Koni Yellows (expensive, but they kick ***) and Neuspeed SofSports (.75" drop). I have the springs on the low perch up front and the middle perch out back--total drop up front is around 2". It's pretty dumped, but it looks perfect.
Combined w/ a Suspension Techniques Speedtech rear sway/tie combo and the car is AWESOME. Great auto-x setup, nice and firm on the streets--like a very well-sorted out factory sport suspension.
You can save some $$$ by gong w/ Koni reds instead of yellows--the red aren't externally adjustable. Koni quality FTW. Get the Neuspeed Sports for the medium drop. Decent combo for around $500. Worth it.
Don't cut corners on suspension. Especially on a car that performs so well with good suspension mods.
