What year civic do you have, motor?
If you hear the fuel pump priming it is not your main relay.

Check to see if your getting spark/fuel.

an engine needs 4 main things to start:
(and compression for you perfectionists. but this will suffice)
1 - fuel
2 - air
3 - spark
4 - and correct timming

you have fuel, and hoping that you have air,
check for spark, and if you have that, if the engine is sound, it has to be timming. possible that the belt jumped.

i have a 94cx, 99 ls swap with itr tranny,

the fuel pump wont prime when i turn the key to the on position, sometimes it will take a couple seconds it will prime and the main relay with make a click sound, i try to crank it over and it wont start but when im done cranking the fuel pump will automaticaly prime again

sometimes there will be cracking sounds coming from the main relay, im thinking its the main relay or possibly some fucked up janky *** wires somewhere

the 99 ls motor is fresh, never been touched, ran in the wrecked car before pulling out, also the car would start a few days ago, but its just sat for a couple days waiting for its exhaust appointment(Which is tomorrow if the dam car will start and run)

the main relays over time get bad. the problem is the soldering on the inside starts to crack. car wont start when its hot or stutters when taking off or whatnot. i fixed mine by soldering the parts that cracked. runs like a dream.

pick up your trusty multi-meter. check the following at the main relay.

12volts on the blu/wht wire when in crank.
the fuel pump follows the yel/grn wire. (12V-on, 0V-off)
the fuel pump follows the grn/yel wire. (0V-on, 12V-off)
fuse #18 under dash is good. (7.5A marked starter signal)
the blk/yel wire has 12V at all times in run or crank
the black wire is ground at all times.
