b16a and turbo problems, also tac isnt working?what ecu?

i have a b16a engine and i was jsut told to get a p30 for the ecu cause i have a p28 and the harness for a soc engine.... how much is a harness for the doc and should i get a p30 for my ecu......i also noticed that my tac isnt workin..everything esle is but not my speed... also i just put a turbo in my car and after about 5000 rpms my fuel runs really rich and stops my car from acellerating, anyone know what to do
