Default B16A ej1 doesn't start in the cold sometimes

I have an EJ1 with a B16A swap in it. Sometimes when I park it outside and it gets cold that night(around 45 degrees here in cali) is won't start in the morning. When I turn the key I hear the starter pop out but it never turns to crank the flywheel. What I do to start the car is pull the e brake and let it roll and the pop the clutch while in gear, then it'll start fine and will for the rest of the day. This doesn't happen when I park it in the garage or when the night is warmer. You think it is a bad starter? Works perfectly fine all other times.
