My friend is having the same problem u think it might be the wheater since it's been cold we live in Washington does the heater have anything to do with it

You always burn more fuel in the cold months. Cold makes air more dense and requires more fuel in the mixture so the ECU increases the fuel to compensate. But never as much as what you're reporting.

This is the worst OP ever. There's about 20 billion reasons why the car is "wasiting to much gas".
Do you let the car warm up before driving it? If so....that gas doesn't re-fill itself. The weather has a lot to do with shitty gas mileage. So do driving habits.
Saying 200 miles to the tank doesn't say much. How often do you fill up? How empty do you get your tank? Calculate the MPG based on how many miles you drove and how many gallons you filled up.
Replacing fuel filters don't improve gas mileage. Also, his estimate definitely does not sound accurate.
