Default B16 problem?

So I swapped a B16a2 into my 1996 Coupe. I put a OBD2a harness on the OBD2b motor and I got a conversion harness to run the stock ecu. My problem is how it runs. When I am at low RPMs there is no power what so ever. As if it is too rich. Although when I am at high RPMs it seems to be running fine. (also my speedo and my odometer are not working) Could that be causing the problem? If not what could be? I need help please...

well i think ive heard of vtec and **** not working bc of cluster issues but idk how true that all is. ppl say that if cluster is not working reads back to the ecu and i really dont think it does bc if that was so true nobody would pass the comp emissions test with srs light on and i did. all i did was pull the bulb so im really no sure
