b16 obd2 VTEC problems

Default b16 obd2 VTEC problems

Hey guys.
My friend put a b16 in his ek a couple of weeks ago. It runs and idles fine but having a few problems with VTEC engaging.
If he starts the car from cold, and lets it warm up it will not cross into VTEC.
If he then switches the car off and on again, it goes in and out of VTEC no problems.
Any idea how to fix this?

Which ECU? Any CEL's? What else is done?

I get cell code 20.
Its a p2t ecu

I've done most of these checks
I think i'll explain again
When he starts the car from cold and drives for 30 mins, the engine temp sensor reads normal operating temperature but no vtec.
He then turns the key off and on again and vtec will work.
It's an ek4 (originally with a d14) running a b16a2 with a P2T ecu

I have no idea what this would be.
