b16 header
I know that the b16 lacks torque and it's real power lies in the high rpm's. What I am asking is should I play to the engines strengths and go with a 4-1 header or help its lack of power in lower rpm's with a 4-2-1 header. I know that a budget header won't do much, but it will help some. One more question, with a 4-2-1 header, are they longer than a 4-1, thus getting in the way of the cat? Car is a DD

I have a DC 4-2-1 header on my B16 (93 SI) and I like it a lot, I have decent low to mid range power, and 5500+ is where it really shines.
It fits like a stock mani and Dp would.

Play the motor's strengths.
It's NEVER going to make low end N/A. NEVER EVER EVER. the engine and head design is such that it makes top end. Plus it's only a 1.6. It revs to 8500 for a reason.
lol i've had my fair share of experience with the B16A. There's really no point in gaining 3 hp and .5 lb/ft of torque in an area that you never need when you're trying to go fast.
When you're trying to go fast: You shift at redline. The trans drops the RPMS down to 6k...and you start all over again. Make your power at 6k and up for the most effectiveness.
Mild mods like a 4-1 header arent really going to do much of anything to your low end anyway. I had a 4-1, skunk manifold, VAFC, ebay CAI, and 2.25'' exhaust with vibrant muffler. I never noticed any depreciation in the allready crappy low end. I daily drove the car and never had any problems keeping up with traffic or starting from a stop. They were just bolt ons. It wasnt like I had huge cams and head work.
I did, however, notice a really nice top end kick.

for under 300 can i get a good header? stainless. Or with my budget will I have to go used. I have heard good things about megan.

meh. i've heard mixed opinions about megan stuff.
When buying a header, you really have to consider a lot. Ground clearance, finish, power band, power output, quality, and how long it's going to last, plus fitment.
I can say first hand that DC sports makes a very good header for the money. I believe they're right around $300. I got mine for free lol. My ek was SLAMMED (see pics), and it never really had ground clearance issues. It was just the 2.25 inch collector, though. Mine was 4-1. 4-2-1 usually has better ground clearance....but again, it's not really what you want for a B16.
Stainless is pretty if you can keep it pretty. But since you said you're going to be dailying it thru the rain, snow and whatever else, I would go ceramic. They look pretty nice, and they keep their finish without the need to polish it all the time, etc. The JDM 2.5'' collecor is nice, but you're going to need to re-clock your exhaust and you might have ground clearance issues if you're lowered.
Vibrant also makes a very nice header. They're around $400 or a little more, however.
Prices pretty much go up from there.

I bought my Megan Racing 4-2-1 header for my 97 civic ex coupe for $200 shipped and once installed, I noticed extremely minimal benefits from it, only time it seemed to help with in mid-range RPM

I'm boosting my d16y8 for 170-195whp on stock internals.. Then rebuilding/building a d16z6 or dohc zc motor, switching to obd 1 with this kit i found, and shooting for around 350whp with a larger turbo blah blah.. I'm also getting an exedy stage 2 clutch with pressure plate, etc.... too many things to list.

I used to have an 14sec d series all motor bolt on EF (which i miss dearly),
an EG,
an EK (i would kill to get that car back...as a daily),
a 12 second S13 road race car (6 year project),
a rally 300z...which..lasted 2 days but did burnouts long enough to make me cry, cough and not be able to see where to pull over,
a mitsubishi galant (i hated that car),
and now a GSR and S2000.
