its a common problem for 96-00 hatches. The gasket you need to replace is in-between your taillights and the body of the car.

call honda. call them don't look it up on the web. don't be shy to talk to some one on the phone. it is a honda part. it might only come with the tail lights new. but probably not. dealers like to make it diffacult and charge you for every piece.

Well actually http://www.hondaautomotiveparts.com does have them I just looked under a 99 civic dx 3dr and this is what I found. They are the same from 96-00 for a civic hatchback. I got mine here they are cheap only like $3.53 a side plus a little shipping.
Well hope this helps.
Okay part number 5 in the figure, and they are $3.55.

i wouldn't let this problem go if you're in a rainy/snowy place like i am. about a month ago i discovered that not only did water leak into my hatch (i knew this was happening & i'd periodically dry out the hatch) but it had seaped into my back seats.
i discovered this when pulling out my back seats to do a seat swap and the underside of them was all wet... had i not caught that my entire car would be reaking of mildew!!!!!
i learned my lesson and sealed up my tail lights good this time... and i haven't noticed much moisture since.
i had a friend who owned a 7th gen Si for about 8 months and he said water leaked into the back of his car, too. you'd think honda would attend to this problem.... i can't imagine what people with stereos do....
