Any CEL codes? Dose the fuel pump prime? Is the ground wire connected on the thermostat housing? Is Fuse 44, 31, or 13 blown?

Check the grounds. List any mods. Post how you determined that there is no spark. Did you reuse any parts from the old distributor? Is the fuel pump priming when the key is turned?

Any CEL codes?

For 98-00 Civics, the Blk/Yel wire supplies power to the distributor and is protected by 15A fuse #9 under the dash. Check whether this fuse is blown. If the fuse is fine, check whether the Blk/Yel wire attached to the coil and igniter unit inside the distributor has battery voltage with the key in ON(II)? Also, what voltage do you measure on the Yel/Grn wire attached to the igniter unit?
