the secondary o2 sensor should be under the car right after the cat if you have a CTR or any engine that doesn't have the stupid cat attached to the header.

The stock location for your Civic DX 2nd o2 plug is in the area towards the bottom of where your header is, or where the bottom of the factory Dx exhaust manifold/convertor is.
The factory location for the CTR 2nd o2 plug is actually under the passenger seat, and you can access from under the car by pulling the rubber grommet on the o2 wiring through the floor board.
So bascially the locations are in totally opposite areas on a DX vs. CTR.
What engine harness are you running?
*EDIT*
Looks like you have a CTR engine harness, which basically means that since the 2nd o2 plug is located on the chassis harness of a CTR then you do not even have a 2nd o2 plug now.
You will basically have to make one from scratch and route it however you want to.

ok wireing it theres 4 wires, 2 black 1 white and 1 green. white i know goes to the ecu, the 2 blacks are heaters and need a 12v source, but i have no clue where the green one goes.

Update:
In my haste to reply while at work I was likening the CTR chassis to the Si/EX that we have here in the US, but in fact the CTR doesn't even use a 2nd o2 sensor at all so that's the obvious answer as to why you lack a plug for one.
As far as wire colors go, I'll be back tomorow after I can look through a service manual for wire colors, pins, etc.

Re: (dokdok)
1-white- A23 (secondary 02 signal)
2-green-C18 (ground) 3-black-B1 (ignition power 12v) 4-black- A8 (secondary 02 heater)
clip
[1][2] thats looking down at your 02 connector
[3][4]
this should be it let me know if it doesn't work. #3 doesnt have to be b1 it can be any 12v source.
