99 Civic Won't Start Misfire code 74

Icon2 99 Civic Won't Start Misfire code 74

Well I was driving home and the engine suddenly stopped. I check the engine codes and see code 74 for cylinder 4 misfire. The engine will not start now.
The fuel pump primes and when I loosened the bolt to the fuel filter, it leaked slightly indicating some fuel pressure.
However, the spark plugs seem like they're running lean with some white powder plug.

I tried turning it over with my foot on the gas pedal but no avail. The cylinders were bone dry when I removed the plugs.

I suspect dirty/clogged injector(s) or maybe the circuit which controls the injectors.

How do I know it's not another sensor causing the injectors not to function?

It will be difficult to troubleshoot since the engine will not start.

Anyone with some good ideas on where to start troubleshooting?

Good point. The fuel supply issue is a red herring, however, I should clean my injectors thoroughly after this is fixed.

I checked the ICM and the coil and they both tested good. I put the dizzy/rotor back on and there is no spark at all while being cranked. Tonite I buy a dizzy and rotor to see if this fixes the issue. The only other thing I can think of is the CKF sensor way down by the crankshaft. I wish Honda wouldn't have moved it way down there for the 6th gen civic.

Check whether dash fuse 9 is blown.

Also check whether the timing belt snapped or stripped.

Timing belt is good (rotor spins while cranking) and dash lights do come on.

Significance?

Do you have spark at all 4 spark plugs?

If you remove the fuel rail with the injectors, do the injectors spray fuel when the engine cranked?

Is the mechanical timing correct?

Have you compression tested the cylinders?
