99 civic starting problems...
this car has been an electrical nightmare since i first got it. slowly but surely ive been fixing each issue as it happens. ive had the car for about a year now and bought a new battery maybe 3 months after buying the car. about 2 months ago the car didnt want to start so i upgraded to an optima battery. the moment i installed it, the car started instantly. 2 months after having the optima it feels like the car barely wants to start. i noticed today that the moment i turn the ignition on nothing happens and i hear the fuel pump turning on 2 seconds after i turned the ignition on. could this still be an electrical issue? i had the main engine harness replaced already. anything i should look for?

This would only apply to a discharging battery, You stated it discharged your optima in 2 months, Did the starter start to turn slower towards the end of this 2 month period?(actually show signs of it discharging?)
If the charging problems become fixed and you still expeirience starting issues
You should also troubleshoot pgmfi main relay.
And these cars are notorious for the electrical portion of the ignition switch going out also, Troubleshoot that accordingly

There is a TSB for engine wiring harness rubbing through on the intake manifold bracket, and it is said that this causes charging issues with the alternator, I would double check all that.
