Default 99-00 ex harness for a b16a2 swap?
can i use 99-00 ex harness when swapping a b16a2 into my 99-00 ex...would i need to rewire anything?

AFAIK, you should be ok. The EX has a VTEC wired, so it should be plug and play. Try swapping it over and see if you are missing any sensors.
