Default 98 civic throttle issue

first off its a 1998 civic dx maual with a d16z6 with a obd2 to obd1 jumper using a stock p28 ecu...issue is when im in gear just cruising (example: ill be in 2nd gear ill be on the gas let off still being in the same gear go to hit the throttle agin ill get stumble/jerk as soon as i goto hit the gas) seems to do it in every gear really bad in first, but does it in every gear but after its fine. it dnt seem like a ignition issue cause it dnt do it under load just when i let off then hit the gas again. seems like a tpms issue maybe but hopefully someone can help me out....theres a cel for a primary oxygen sensor and iat sensor but dnt see these affecting this issue any help is apprciated

It could be tps voltage setting. I would check it. The o2 sensor could cause this. I would get it fixed. Fix the cels first.
