98 civic fuel gauge stuck

Icon3 98 civic fuel gauge stuck

Like title says its stuck at the F but sometimes it'll go back to normal then spike back. I tested the wires at the sending unit and it says that it should test 5-8volts but is testing a full 12v and 14 volt with car on. So I dont think the sending unit is bad. Im going to gut the interior and trace the wires as to where they go but in the mean while anyone have any idea what else to check first.

Sounds like the fuel gauge or cluster may be bad if 12V is reaching the sending unit plug. Are you sure you did the voltage test correctly?

Yea doing everything that it says. 0 when with ign off and 12 with ign on, and 14volts with car running. Im going to trace the wire down and see wheres its meeting at the cluster. Cause like i said sometimes itll go back down to normal reading. That diagram says to test #1/2 pins but does anyone know what pin 3 is

Just took off cluster but does anyone know if I disconnect it will the fuel guage move to E or stay where it was last at?

Heres what I found out, When I disconnect the cluster and reconnect it it will read within spec. But after a few minutes of driving it will spike slow back up to F mark. I checked the cluster and there is no short, I ran a new wire directly from the back source yel/blk so I know that is good as well. Anything else I can Troubleshoot without having to buy anything? Thoughts?
