98 Civic Ex rear suspension issue.

98 Civic Ex rear suspension issue.
Rear passenger wheel knocks, or sounds like it takes a hard hit when going over large bumps or potholes. I haven't had a wheel balance in a long time, but I suspect is a suspension issue.
Also looking at the car from the rear, passenger wheel seems to be at an angle with the top pointing in, compared to the driver side which is straight.
Two winters ago it got ungodly cold up here in Wisconsin during the "polar vortex". Passenger wheel would make a grinding noise mostly when I'd reverse, but would also grind randomly when driving and would go away after hitting interstate speed. I assumed it was a bearing and planned on fixing it but it went away when it warmed up. I haven't heard grinding since.
