Icon2 98 civic dx hatch - idle is surging

I have a 98 civic dx hatch and my idle is surging on start up and when its warmed up. I had this problem over the summer as well and replaced the iacv and it seemed to run fine but i recently took off my intake manifold to replace a broken bolt and the surging came back. I have no clue what to look for now please help.!

You could get a can of carb cleaner and spray in spots were hoses or components meet up. Also make sure the Pcv did not pop out.mine would bounce cuz of the pcv

Take the intake out and close the TB hole with your hand. See if the car dies. If not, you have a leak.

You got a vacuum leak. Try replacing the TB gasket. If that doesn't work, check the hoses. Make sure everything is plugged and not damaged. Make sure there's no opening whatsoever on intake manifold.

PCV doesn't have anything to do with it unless the hose that's going to PCV is damaged or leaking.

Well. If engine doesn't die, you have a leak. You are not looking hard enough.

When the idle is surging, remove the air intake system and then use your finger to cover the port/hole inside the throttle body leading to the IACV. Does covering the hole stop the surging and lower the idle speed?
