Default 97 b16a ek hatch?

I have an obd1 b16a in my 97 hatch and i currently have an obd2 p72 ecu(un-chipped) because of the harness i have. I just purchased and obd2-obd1 jumper harness and i was wondering what computer would bring out the most suffecient horsepower. I have the pr3 computer also, should i chip that and call it quits or what other combinations could i do?
any help would be appreciated!

p28 are easier to come by and are easier to chip.
