Default '96 Honda Civic DX poor mileage

When I first purchased my '96 Honda Civic DX, I got about 38 miles per gallon. Now I'm lucky to get 29. Also, there has been a slight hesitation upon acceleration in first and second gears, and this morning, after the car sat idle all weekend, it wouldn't start. The engine wouldn't turn over, and when it did, it stalled. I finally got it to start by pressing on the gas, producing a cloud of smoke from the exhuast. I changed the pipe that connects the catalytic converter to the muffler not long ago. Any help as to what might be wrong would be greatly appreciated.

I got a tune-up about 20,000 miles ago, but I don't think the fuel filter has ever been changed. I'll try that first. Thanks.
