Default 96 civic with jdm b16 swap.........idle problems?

I finished my friends jdm b16 into his 96 civic and the car idles or bounces around from 1000-2000 rpms once started. Its running a jdm p30 ecu with conversion harness. I checked iacv, tps sensor map sensor and cant figure out why the car still idles like it does. It throws no codes so im stumped? Can anyone help me out here?

check the timing, if timing is on, try adjusting the screw on the tb

changed the tb gasket and still has a bouncy idle what could be the problem? when i turn the fast idle screw in and block the iacv with my finger it still runs? also when i disconnect the tps sensor whens it running it idle high then i have it set to .45 v at closed throttle and 4.5 at wot?
