Does it use the the clips that slide into the factory mounting points underneath the bumper or does it screw on the back of the bumper near the wheel well?

^ To my knowledge, no they do not.
Only the OEM lips do.
How the lip fit the bumper? Most aftermarket lips are simply screwed onto the bumper.
But this might be a problem with a SIR.
Can't compare it to much, but my OEM sir lip would be impossible to mount that way.

Why the lip look bent, almost forming a circle?
Your going to have use those plates. Line it up on the bumper where you want it, and snap some a pic of it.
I would do my best to keep everything under the lip, so you see noithing.

go to a autobody shop give them the lip car and pic of what it's suppose to look like.
it's pretty straight forward but if u cant figure it out, i would recommend it.
but, put the lip where u want it, then take the mounting plates put a screw into the bumper and one into the lip from the bottom. evenly space them out so hopefully the lip dose not sag
3 in the middle some where and the other 2 somewhere towards the sides, u can use 10 screws or 5 pop rivets (requires pop rivet gun) and 5 screws

I would take the bumper off the car and line it up with the lip. Use some double sided tape to keep the lip onto the bumper while you drill the screws onto the lip. Hope this link helps.
