99 civic ex d16y8 throttle body issue
OK so I've got a throttle problem. Cel on no have not checked it because I've had the issue before. So in park you cannot rev past 2000 without it like taching out. Kinda the same for driving. It hits a certain rpm and TACHS out sometimes lower rpms or higher. Tps makes the engine rev at 3000 when idle if adjusted. Throttle cable is not set to pull by any (if that makes sense) idle screw is turned all the way in but it don't help much.
Without checking the cel code what is anyone's first thought?

What is the code? Why did you mess with the idle screw? There is no need for playing with idle screw.
check your tps and map sensor wires. They may get mixed up when throttle body get taken out for whatever reason.
now you need to.
a) post code
b) calibrate your throttle body to oe spec .. google it if you dont know how.
c) test map and tps sensor.. google it.

You are not helping your situation by your tone.
Code help guide the diagnosis. I already posted some suggestion for you to try. Did u? Probably not. You are looking for a quick fix.
call your mechanic, tell him your car issue, tell him you see a check engine light on. THEN see what he tell you.
Hmmmm, could it be, "what is the trouble code?"
You ask for help, yet you are so damn general how do you expect other to help you?
if you know the code then whats keeping you from posting it? You got something to hide?
How do you know the code is not related to your problem? But wait, you already knew what the code is, yet you dont care to fix that first. You wanted to fix something else instead.
Oh well. Good luck fixing your problem on your own since you dont care to participate in group discussion.
