95 Civic - Fuel pump won't prime (got rid of car)
im having issues where my main relay is good and my fuel pump works. When i turn the key on it will not turn the fuel pump on. I put my relay in my friends civic and it worked. I used a jump wire to 1 & 7 and the fuel pump comes on. I see this is a common issue in 90's model hondas. i have a 95 civic Dx. Any help?

Turn key to ON(II) and then ground terminal A7 or A8 in the ECU connector. Does the pump run everytime you ground the terminal?

I believe you finally managed to do Ron's test correctly by finding the Green/Yellow wire which I am thinking confirms it being the ECU.
With the popped cap in the ECU, you could try replacing the capacitor and see if the ECU is still good and if it fixes your issue.
Ron may have more tests to verify things even though it looks pretty cut and dry with your recent discovery.
