94 hatch w/gsr swap idles fluctuates,chipped ecu maybe???

94 hatch w/gsr swap idles fluctuates,chipped ecu maybe???
My friend dropped a 96 b18c1 in his hatch,hes running a b16a header,stright pipe all the way back to 5 zigen exaust,and had a intake and new act clutch. he also has a p28chipped(mugen chipped)ecu.Do you think the ecu is his prob.
Well i got a hatch and am dropping a obd2 R motor in it and i want to get a p28 chipped ecu, BUT i dont want the idle to jump from 1250rpms to 2250rpms. is there another stock ecu i can use to make the motor run like it should , be able to rev. to he R's redline, and be able to work in my 94cx?just curious cause the idling might bug me a little...
his car even does it when its warmed up.
(I guess its worth it though for how fast the car will be over stock,I love his 94 vx hatch,its hella quick car.. took me by 2-3 car lengths to 100mph in my old stock 95gsr.only thing is by him not having a cat its way to damn loud and for daily driving it would especially be nice to have the cat. on there so he has a lil bit more low end torque,and i also hate when it sounds like it is working so hard to reach normal mph speeds.But cant wait to see how the outcome of the race between us is when i get my motor in)

Check the fast idle valve that sit's under the throttle body, or adjust the screw on the throttle body.
