94 Hatch no start
94 DX D15B7
Have had this problem before recently thought I had it figured out, but don't know why I thought that. Anyway not hearing the main relay click and the fuel pump is not priming. Checked my relay its ok, started checking the wires going into the relay, according to my Chilton's manual the blu/wht wire should have power at all times, it doesn't have any. I have no clue where this goes, or comes from... anybody know?
When this happened before I had taken everything apart and had my ecu laying on the passenger floor and for some reason decide to turn the car on and everything started working, as I put everything back together I checked for bad connections and grounds didn't notice anything, the car kept running for a few days, then I let it sit for about a week and now I'm back here. Rechecked everything as before again today and I'm at the same spot.

The Blu/Wht wire (fuse 18) only has power with the key in ON(III).
The Blk/Yel wire (fuse 24) has power with the key in ON(II) or ON(III).
The Yel/Wht wire (fuse 31) has power at all times.
Check all three of the fuses above using a test light.

I checked fuse 18 no voltage there, I don't have a test light just a multi-meter and not sure if I'm testing it right or not. Either way other than checking it with the multi-meter I pulled the fuse and put it back in, wanted to see if it was blown, went to check it again and noticed that my fuel pump primed and my car started. Not sure whats going on here.

Sounds like fuse 18 was not making good electrical contact in the fuse box.
Even if fuse 18 were blown, the fuel pump should have primed for 2 seconds when the key was turned to ON(II). Did this happen?

no, no fuel pump priming no clicks from the a main relay. Also didn't see any fuse's labeled 24 and 31 are they in a different location?

Ok so I've been gone and unable to work on my car, I came back last night checked out all those fuses, they are all good. Still wasn't starting, checked it today and I got it to start, didn't really change or do anything, the only difference now is when the fuel pump decides to prime it does it a good 5-10 secs after the key is in the on(II) position.

I'm not 100% sure but I think the fuel pump is fine. Even when it wasn't priming it was still getting power, it was only 6.5 volts on one of the plugs, not sure if both are supose to have power, when I checked it I just had the ign. on (II). I didn't check it in any other positions.
went back and checked those fuses they are all getting power, but fuse 18 only has 9v where the other two (24,31) have 11.9, is this normal. Now its back to not priming and not starting 3/10

sounds like you are unsure of your mechanical abilities so probly time to take it to a reputable shop. RonJ@HT is pretty good at offering info and advice, if the info he has passed on to you still has not helped than i doubt anyone else here will be able to help on your problem.

I'm just not that knowledgeable when it comes to wiring, and electrical. And, not doubting anybodies abilities, but RonJ@HT pointed me to some fuses, that all checked out to be good. Yet my problem still persists. Unless I'm missing something that's totally obvious, I don't know what's going on and would like to learn what is.
Like I said earlier I'm not too experienced when it comes to electrical stuff, so if there is like a list of things that I should be checking that I'm not checking, it would be nice to know.

Unplug the fuel pump and test for voltage with it unplugged..you should be getting 12 volts when key is turned on. if your still getting 9v there is a problem with the wiring i.e. high resistance, or broken wire...if you do get 12v with it unplugged try testing it with the fuel pump plugged back in..if it drops to 9v the pump is shorted internally and will need replacing

No when I checked it, it was unplugged. Are both plugs suppose to have 12v? or just one.
