94 cx will not start wtf?

94 cx will not start wtf?
im posting this for a friend.
He was driving his 94 cx civic hatch (the motor is stock except for an LS TB the previous owner put on) and the distributer blew out on him, the car sputtered to a stop and would not start. we replaced it with another known good 94 cx distributer along with new plugs, and wires. the motor will turn over fine but still will not start. i noticed that when the key is on the "on" position the fuel pump does it cycle and after its done pressurizing there is a buzzing sound coming from all 4 injectors, and there is a smell of gas (seems like the injectors are stuck open some how). Does the main relay control igntion on these civics, like it does on the older accords? Could it be a possible fuse?
Checked:
-Grounds
-Timing belt for damage or loosness
-No check engine light
-No fuel in the cylinders
-Good battery
any other suggestions because im stumped?

Could be the main relay, but if you hear your fuel pump running, then it's probably not the relay. Did the old distributor sieze up? If it did, your timing belt may have skipped a few teeth when it did, though it may now appear to be fine. Make sure your timing marks line up proper. This happened to a friend of mine a while back. If that's all good, check for spark. If your timing belt was off by a few teeth, then get it lined up again and do a compression test. Just remember, your engine needs three things to work, spark, fuel, and compression.

does car read a a/c voltage at tach, to test get a volt meter and locate dead end wire... it is on driver side fender well by brake resiover, some times it wrap in blue tape, attach red probe to grey plug and black probe to car chasis (ground) then set voltage meter to a/c.. and look for reading.. 02.6.0 vts.. when cranking over
tach wire should have some power to as engine rev's higher volt's read higher, if no voltage then coil could be bad,,, had same problem
