93 civic ex - No oil going to head, but no oil or engine light

93 civic ex - No oil going to head, but no oil or engine light
A friend of mine brought me his civic, he let it over heat 4 times and blew the radiator and the headgasket.
At this point, we replaced everything, I disasembled the whole car, had the head resurfaced and pressure checked...came out ok. I reassembled everything by helms instructions, TDC aligned crank and cam, tensioned all belts and basically put it all back together.
It startes better than the car ever has, but sounded like someone droped a grenade in the head, I took the valve cover off and adjusted all the valves, put it back together, same problem...very loud. At this point i was sure it wasnt getting oil, so i opened it up and poured oil on the valve train, started it up...quiet for 10 seconds then loud again.
Obviously i did an oil change, it may help to know that the day i dissasembled the car i drained the oil, the water mixed with the oil because of the headgasket, so about 2.5 gallons of muck came out, after fully drained the car sat for 3 days waiting for the cylinder head to come back.
My only guess is maybe the strainer is plugged or something, but i really dont know, the oil light does not come on..
