As far as the blower fan not working on speeds 1 and 2. You need a resistor pack. Its easy to change out and is covered in a VERY NICE How To by Syndacate at the following link:
https://honda-tech.com/forums/tech-misc-15/blower-motors-works-speeds-3-4-but-not-1-2-fix-how-2082345/
As for the A/C System. I would pop the hood and just double check that the Compressor Clutch is not engaging when you turn the A/C on. If you are low on Refrigerant the Low Pressure switch on the Condenser will keep the Compressor from running.
If you A/C works though when parked in the shade and cools then Low Refrigerant isn't your problem most likely and it could be the HVAC Panel giving issues. I have read alot about the HVAC panels not sending power to the Compressor when the car is really hot on the inside from being parked in the sun even though the little green light is on, on the A/C Button.

HVAC panel = heater control panel
When the compressor clutch is not engaged, the pulley spins but the armature plate does not. When the clutch engages, you hear a click sound and the armature plate now spins with the pulley.

Re: how come my ac only works somtimes?
The association of your problem with heat from the sun points to a faulty heater control panel, but start by telling us whether the condenser fan fails to run and the compressor clutch fails to engage when the A/C won't blow cold.

Re: how come my ac only works somtimes?
the details are
my ac works randomly
i have enough freeon
when it doesnt work the rpms dont move like there saposto when its on like theres no power to it but the light goes on and still blows air.. like u kno when u push the button and u kno the acs on because u can feel it in ur car.. it doesnt do that when it doesnt work but it still lights up still blows air it just acts like there is no ac

Re: how come my ac only works somtimes?
your problem might be an intermitant(sp?) relay. but RonJ is very knowledgeable at these things so follow his advice.

Re: how come my ac only works somtimes?
The Condenser fan and Blower Fan that is inside the cabin are two separate things. The blower fan on the inside is in no way associated with the A/C System. The blower fan is what spins when you select a fan speed such as 1, 2, 3, or 4 and blows air out of the vents and at your face, feet or what have you.
When you are running the A/C you have the door on the HVAC panel slid over to the blue(cold side). This shuts a door under the dash and only allows the Blower fan to blow air through the A/C Evaporator Coil, thus blowing cold conditioned air at your face.
When you have the control slid to Red(Heat). That door then lets the air the Blower fan is pushing to blow across the Heater Core which then throws heated air out of the vents in the Winter.
The Condenser fan is under the hood on the engine side of the Condenser Coil. Pop your hood and you will see your Engine Cooling radiator on the passenger side along with its Fan. The Condenser and its fan is on the Driver side.
....I "assume" you are meaning the Armature Plate that RonJ was talking about earlier??? If that armature plate isn't spinning then the Compressor shaft isn't spinning. Since your A/C is working and blowing cold at times then it doesn't seem to be a pressure issue.
Seems more like a Intermittent faulty relay or an Intermittent HVAC control panel. As said earlier, your A/C button can light the Green light up when pushed in but still not send power to the Compressor.
