Re: 92' civic, rack and pinion repair, or replace?
I was told that you *can* buy kits to repair the seals, but it's easier, more time-effective, and generally a good idea to just buy rebuilt racks. My girlfriend's went out, we got a rebuilt one on eBay for under $200 shipped, I believe. She hasn't had any problems of it. We were originally just doing inner and outer tie rods, and then when I took off the boot, PS fluid poured out everywhere. Try not to drive it like that - if it's super low on fluid, you can mess up your PS pump and that'd be bad news!

Re: 92' civic, rack and pinion repair, or replace?
i have done both.. i replaced my 91 hatch (manual steering) one with a new one from autopartswarehouse, however i just got a 93 del sol with the same problem that you have, and to save a penny went to autozone and replaced the inner and outer tie rods (about $15 inner, $15 outer and the boot $13)
depends on your outer balljoints condition where they connect to the knuckle, whether u need to replace the outer tie rod or not; but it definitely looks like your inner tie rod is busted /coming apart from the pic,if not fixed, that ball will eventually pop out of the rack and send u into a ditch, that big nut holding the inner rod to the rack can be loosened, balljoint popped and the whole thing can be unscrewed... Try and mark with paint or count the number of turns by taking the outer rod off first to keep your alignment within the ballpark...
not sure if this is the same for power steering racks or not...
