Its called an optional audio console that came in the JDM and another version of it was in the EDM. I have been looking for one also, there are a couple on ebay but they are expensive. I found that the cheapest easiest way was to just get a 96-00 center console. It has that part already built on and are easier to find. I found a couple on ebay recently. Let me know if this helps

The 96-00 Console fits 92-95? I saw a Prelude swap to EG, but never saw a 96-00, if it does its great, they are cheap.
Oh i made my own console, with fiberglass, but i am not 100% happy, i am going for the Prelude, looks nice.

I started with finding the DIY on the prelude console in the EG but its only the 92-96 prelude console, and I agree they do look better and better functionality but require more work installing. Especially when you have to mod the ebrake and install one from the prelude also. With the 96-00 civic console you can keep your same ebrake and it fits perfect, the only difference is that the screw holes dont line up but it fits perfect
