21 VTEC spool solenoid valve [Easy Q]

Icon2 21 VTEC spool solenoid valve [Easy Q]

Problem: Engine light will not go out [cannot reset code 21]

Details:

Going to make this short and sweet and to the point. I followed the instructions on this page [https://honda-tech.com/forums/showthread.php?t=1901557] i got error codes for 21 and 41 (o2 sensor). So i then started troubleshooting the VTEC using [https://honda-tech.com/forums/showthread.php?t=1812135] starting from the top...

1) Well CEL is already on so check!
2) Check the continuity between 1p connector terminal and body [ground] check read about [24 ish good range is 14-30]
3) I don't know what a test harness is and it says to check the terminal between 1p connector terminal and A4 terminal [skipped that shame on me]

I scrolled down a bit and saw the VTEC Solenoid Valve Inspection. So i removed the whole unit and cleaned it. I wish i took before and after pictures... it is now very clean and the vtec solenoid valve does move.

So now that all this work has been done i want to reset the codes and then let the car run and drive it to see if code comes back. Well disconnected the batter took out the fuses did the whole key deal ect [longest i waited was like 15 minutes]. Well turn the car back on check engine light stays on! So hey lets test what codes its throwing at me... just 21 no 41. So it cleared one of the codes but not both

Currently i disconnected the positive terminal and pulled the fuses and left the lights on and gave it a few key clicks to help out. Going to leave it over night and hope for the best.

Is there anything i am doing wrong that is resulting in the engine light remaining on?

Well going to check if the light has gone off after leaving the battery off all night.

Hooked the battery terminal back up and all of the fuses... check engine light is still on. I cleaned the hell out of the solenoid so i think its alright. The test between 14-30 ohms gives me hope that its still alright... I'm now wondering if the signal is just not getting to the ecu [wire frayed, not even hooked up?]

Well i found the problem, i knew my solenoid was not bad...
From solenoid and pressure sensor:

To the ECU: [non existent]
