2000 EX coupe, 100 + degrees outside a/c stops working - please help

2000 EX coupe, 100 + degrees outside a/c stops working - please help
So it's a 2000 EX coupe, the a/c doesn't work when the outside air temp is 100 + degrees outside. 95 - 99 degrees it might work, might not. Anything under that it works fine.
When the a/c doesn't work it seems like the ecu tells the motor to expect the extra load from the compressor and the idle rpm will increase to 1500-1700 and just stay up there (if the compressor actually comes on it will drag the rpm back down to normal idle).
So far, all I can tell is that is definitely related to the outside air temp, but it seems like something is either failing on the compressor (clutch) or something is stopping the compressor from coming on. The car is completely stock except for a header and exhaust.
FYI:
When I first noticed the problem I asked the original owner who I bought the car from, he said the car had always done that. Would have been nice to hear about this one sooner, but ok.
So I took the car to the dealer yesterday and they want to replace half of the system for $1,100... I call , I don't think they have a clue and just figured if they replace most of the system something is bound to fix it. Among the items to replace are the condenser, clutch, magnetic coil in the clutch, and 1 or 2 other things I can't remember at the moment. Mind you every one of these items work fine when it's cooler outside.
